Just sit by the side of the pool and make cute little "foxy" noises, of course. Then you can GRAB them when they come to see what is going on!

Is there water in the pool?
If there's no water in with the foxes, I would think that filling it up might get them out of there pretty darned quick.
If they're in the pool, floating about and using all your water toys, then if you drain the pool they might decide to go elsewhere.
