In just about every music store I've been to, there have been guitar/amplifier packages that range from $100 to $189. Most often, I see a package by Fender, but I have also seen Gibson as well as other brands. They generally include some picks, a strap, a chord, and case for the guitar. And the amps look to be about 12 to 15 watts. I think these are probably decent guitars, and much better than something you might find at a Wal-mart or non-music story. If you have a Guitar Center or a Sam Ashe in your area, they'll likely have these packages.
In general, the neck of a guitar should be straight. This can be a problem as most are mass-produced. Sight down the neck from the base of the guitar to see if any of its frets are askew. Also, try to find one where the positions on the neck closer to the body don't buzz when you fret or press your finger down on one of the notes. This means the action or the neck is improperly set.
As for sound quality, you can always make a rare-find, a cheap guitar that sounds good. But in general, you get what you pay for. Recognize that the amplifier plays a role in the sound of the guitar, and those small amplifiers don't have a great range. But also recognize that the skill of the player makes a big impact. If you are new to guitar, you won't get as great tones if you have been playing for a while.

Guitar Center- you can get a fender tele style for about 200. same store ask for a Pignose if youre just starting out you will love it, it is small but sound very cool, it has one volume knob that when you turn it up loud it has cool distortion and crazy Jimmy Hendricks feedback retails for about 80.
good luck.
