The Soviet Army had over 100,000 troops (not to mention dozens of HIND helicopters) in Afghanistan in the 1980's and they could not defeat the Mujahideen, who the Taliban are an outgrowth of. The British could not pacify Afghanistan when its was their colony long, long ago. Basically, what you have are fiercely independent nomadic peoples living in incredibly defensible and rugged terrain who will fight using unconventional/asymmetrical/guerilla tactics or simply hide in terrain they know infinitely better than any invading or foreign force ever will. This does not mean that the situation is intractable, just that we have to recognize that a military solution will be long and difficult. The best path to take will be a combination of diplomacy aimed at reconciliation and national unity combined with appropriate military action against those who refuse to come to the bargaining table in good faith, like Gulbuddin Hekmatyar. Add to this the complicating factor that the warlords/Taliban/etc. control the highly profitable opium trade which allows them to finance their cause quite capably.

Because the people that are fighting them cannot go and do what they need to do to get the job done. They are hamstrung with human rights nonsense and other rediculous feel good rules. Less people will die in the long run of they went in and cleaned house, than if they let them do it with one han tied ehind their backs.

unfortunately these people are taught to believe that by killing humans and dying in the process, that they are doing gods work and they will there for go to heaven. unfortunately this is not true, they are not desperate, they simply want to die, its a dream for them to die, and the more they kill in the process the closer they get to heaven.
sadly this is a misinterpretation of Islam, as it completely forbids the taking of life, any life.
like any other religion Islam has been twisted to suit the political aims of people

Because they breed like jack rabbits, and teach all the kids to kill. They don't even have regular schools to learn from. They go to violence camps. That's why we need to get out of there, and protect our homeland.
