I have a hole about the size of a small drill tip, it is located about 4 feet up from the bottom of the basement. On the other side of the wall is my driveway.

I have heard you can drill out the hole and put a waterproof plug that expands in it, but do not know what this is or if it is true, any suggestions

Hydraulic cement, It expands as it cures will cure in minutes and even under water.

Is it leaking, If not then there really is no reason to bother.

If it is then do drill it out and get some expanding dconcrete for the Homebuilders Supply (Lowe's). drill it enough that it shows fresh concrete, take some expanding foam and put some at the back of the hole then fill it in as best you can with the concrete. The expanding foam and the concrete patch should work wonders.

It's called Fast Plug. There are some others available just tell the sales clerk you want hydralic cement! You put it in the hole and as it dries, it expands. Fast Plug is also waterproof I believe!

fill it with cork that will expand and is water proof if it was not think of all the spilled wine.
