my boss is always forgetting everything, and blaming everyone else, and has no shame in making anyone look like a complete moron. always making fun and yelling at people before even knowing what the circumstances are. very rude all the time, very belittling all the time, yet wants to be your friend and thinks he does no wrong.

No, no laws unless he is attacking your civil rights or disobeying Federal Employment laws...

Why don't you just quit. You don't need to work for a jackass.

This boss may very well be a jerk and I don't have a law degree but I don't think there are any laws being broken unless the belittling includes racsist or discriminatory
remarks or actions. Of course this boss may well be
creating a hostile work environment and you might want
to go to his boss or if there is any chance of your boss being receptive to the idea have a meeting about the problem, preferably with your boss's supervisor present. Are there other factors? Is his behavior causing high absenteeism rates? Maybe a high rate of turnover? If you have a meeting you don't want to come across as a whiner so you'll want to have some facts to back up your point. Most bosses excell at putting you on the defensive when they are confronted.

Sadly, there are no laws against being an idiot.

If it were me I would find a new job - life's to short to work for a moron.
