Dreamweaver 8.0 and the additional line of products. They help to make web page creation a cinch.
Some companies also have on-line website builders that you can use if your interested. In my source is an example.

If you want to write scripted, database driven web pages, check out Visual Studio (there's a free Web Developer express edition).
If you want pretty pages and a WYSIWYG editor, check out dreamweaver.
If you want simple, small pages that aren't bloated, learn basic HTML and use any text editor.

the easiest is front page but i like dreamweaver, and i can do it by hand which is a plus cause it helps a lot in HTML
