Both of these storms release the energy of multiple nuclear weapons during their lifetimes, so it is little wonder that man can not extinguish or alter their path or progress. In the 1960's there was an actual attempt to modify hurricanes. It was called Project Stormfury and it met with little success. It could not be conducted successfully in the Atlantic because of political opposition. And when the attempt was made to carry out the research in the western north Pacific, the Japanese also strongly opposed this project.
