When I used to call my mortgage company, 21st mortgage, I would speak with an American every time to do a check by phone for my payment. Now, every time I call, I get someone with a Middle Eastern accent. Has the customer service department been outsourced?

maybe, but this is such as diverse country that you never know.

If you really have trouble understanding someone you can always ask politely to be transfered to a different operator because you are having difficulty understanding the persons accent. If you can understand the person then its saviing you money so be happy

Probably. Most large call center activity has been outsourced to Inda (that's probably an Indian accent you're dealing with). With fiber-optic lines running directly between the US and certain industrial regions in India, it's cheaper to do that than pay an American to do so.

Most likely it has. Especially when the people with the strong accents are named "Bob."

Maybe.

You can simply ask. Politely. "Sir, I was wondering, in what country are you located?"

Sometimes, they'll refuse to say, but often (if you're nice about it), they'll tell you.
