she gets aid from the government with housing and childcare she already has 4 associate degrees but she likes living off the pell grant money she get every semester. She is not diabled she can work if she wants to. She goes to a technical college (average time 3 years) shes been in school 7 years and shes not studing to be a doctor. At some point wouldn't you want to start a real career, have a 401k, have a skill not just on paper but by doing it. I truely don't want her to get in trouble is what she doing considered fraud.Or is that what they call a professional student.

While your approach is logical in most situations and I prefer to have 'upwardly mobile' income . . .
I am not native and do not have to deal with their issues.
Given the huge negative history Euros have with the American Natives , I would not in my lifetime, interfere with any of their survival choices.

Your friend has a lot of experience, but your friend is afraid. There is a profession called a student, but she does get paid by the pell grants like you said, but your friend is afraid of the real world. She doesn't want to go out there to find a job. Finding a job is tough no matter how much your degrees are worth. So, unless you know a company that is willing to hire your friend then tell your friend to go to that company. School is her comfort zone. Hoping that she get tired of school because how many courses can she take?

Pell grants and financial aid do not last forever. They will start questioning her and she would have to prove that she's enrolled in some type of schooling that requires so many years, such as medical school. In fact I'm surprised they haven't caught her already. I would imagine that her time is just about up as far as receiving that financial support.

Some people are students for life, though she may also have an underlying fear of being able to make it on her own if she leaves the school and the monetary support disappears.

I appreciate your concern for a friend. But this is 'on her' as they say. There could be various reasons she's staying in school and she knows the possible repercussions.
