why other animals like Ruminants don not have guttral pouch?

The Guttural Pouch -----The guttural pouch is peculiar to the horse.......It lies between the base of the skull and atlas dorsally, and the pharynx and commencement of the esophagus ventrally. They are areas of the eustachian tubes that form a bag or pouch as the name suggests. The guttural pouches are located under the base of the skull. The role of these pouches is still not completely understood but recent research suggests that they contribute to regulation of the temperature of blood in the nearby arteries. This acts to cool circulation to the brain thereby protecting this sensitive organ from thermal shock. The positioning of the guttural pouches puts them into close contact with other important structures of the head such as certain lymph nodes, blood vessels and nerves.
