this is true.. it is voluntary and you can go through the process and not pay income taxes. But in doing this, you will not be eligible for any type of governmental assistance in your lifetime. And also, big brother will watch you on everything you do and probably end up getting you and your money some other way

What is meant by "voluntary" that is that it is that taxpayers voluntarily pay taxes and are subject to random audits by the IRS (as opposed to everyone getting audited all the time or getting a tax bill from the government). There are civil and criminal penalties for not paying taxes, including possible jail time. Those who get away with it are lucky they have not been audited rather than figuring out their legal rights.
