I want to sell them on the road and I don't feel like getting arrested.

nah, if somebody says something just answer: "listen, this are intended for tobacco, i don't have any involvement, opinion or responsability as to what people are putting in them, i just sell them..."

The laws vary state to state, even city to city. Where I live it is illegal to posses them even if they are "new". It's even illegal to posses rolling papers if not in combination with loose tobacco. Do yourself a favor and sell them online or definitely stay out of Northwest Ohio if you don't want a drug paraphernalia charge.

so long as they are not used....please note , though, they will provoke a search of your car so don't have anything else on you.

You'd have to check the leaglitites of peddling by state...ususally you need a permit to sell any kind of good, but you could probably get away w/out one.

you prob check the laws for each state reg. the selling of
pariphenalia as they differ or at least been amended

no it depends on what your intentions for selling them are if it's tobacoo then sure but if it's for marijuana for which i know thats what ur selling it for but just ask the local government to make sure

as long as they have never been used in an elligal way like smoking weed then no they are not illegal.
