Make sure it's in a place where you will want it for a looooong time... If you decide that you really aren't a fan of where you pierced yourself, you will have wasted the money it cost to do it in the first place. Think of where YOU would enjoy it. Many girls get their belly buttons pierced, and it can be low-key or very visable, depending on your clothing choices.
Regarding your parents, they are the ones who make the final say. Decide where you want it (it will be much more convincing that way) and let them know that you have thought about it, and would really appreciate it if they allowed you to do this. If they say no, then there's your answer. You could always find another way to get it done, but I wouldn't advise going against your parents.

You should wait until you are 18 to do that. I got a bunch of things pierced and tattooed before I turned 18 and now that I am so and so year old (LOL) I wish I would have not gotten so many. But more than likely you will do it anyway then go for the belly-button if your tummy is in good shape.

Uh, what else are you thinking of piercing. Personally I would have stopped at the ears, so I don't know what else I would want to pierce. I know what else CAN be pierced... I just wouldn't want to...

And if your parents have to be talked into it, why don't you just wait two years until you can do it yourself. Is piercing something really worth that aggravation?

Um... good luck!

Belly button is always cute
I have no clue how you'd tell your parents though, besides going out and doing it and wearing loose shirts to cover the stud for the first few weeks- month or 2 .

The belly button is the last safe place you have, any other piercings could have lasting health effects

why don`t you start by talking with your mom about other girls that look awesome with the monroe piercing, like at the street; oh mom that piercing looks so cool isn`t it?? so you might have an idea of what she thinks about it and she will know you want to have it, she might comment you something about it, moms know their daughters ;D LUCK
