FAX is connected to the telephone network. And this network is different from your home network or Internet. To exchange document or information between this two different network we need to have some interpreter which the Modem does for us. Now to connect your laptop to a FAX obviously you need a modem. There are some on line services available who collects the information from you and relays the same through their modem. This way the modem is not avoided but you can avoid buying it.

I'd have to say that's the only way I know how to do it directly on pc.

However, there are services where the service receives the fax, and emails you an attachment in an email, like efax.com.
