OK- so there are some common things that people will generally agree will annoy most anyone: smacking gum, tapping pencils, clicking pens repeatedly, flicking boogers, breaking wind, [add your annoyance].
Why do people insist on doing these things? If you ask them to stop, they then get offended. What's up with that? Are there any ways to

Some of the things you mentioned are simply stress relievers and people often aren't aware they're being annoying. However, other things are disgusting and inappropriate attention seeking behaviors. When people are so rude as to continue to do such things, I'm not sure it's exactly necessary to be too kind spoken. If they've been asked nicely, it's time to become assertive.

Well, there's judgment, and there's empathy.
Taking the other person's viewpoint you might say-
"I'm not sure if you're aware of it, but you've been tapping your pencil for some fifteen minutes now. Are you zoning? Are you OK?"
If they say: "Of course I'm OK!"
Then you say: "OK, then you could please stop."
And say it like a statement, if you have to.
Flicking boogers is MEANT to get attention, and you need to ignore it until it lands on you.
Then take appropriate action. If that means telling a teacher, decking him (at a drunken family party) or just getting the hell out of hte subway car, do it.

I guess it does not take a genius when you have 5 kids like I do. I have become very good at it.
