It indeed varies from state to state.

Also, many states have residency requirements - a minimum period of time you must be in the state to be eligible for benefits - to prevent masses of people from picking up and moving somewhere just to get better welfare benefits.

Some states don't have welfare or public assistance, Nevada for instance, is a right to work state, not sure what that means, but they have no social programs for welfare.
