Well, in malaysia penang, i suggest that you stay at those 3 stars hotel.Because it is just next to the market where the eyes can feast on. From fresh meat and vegetables being sold, to exotic items such as rare antiques. I stay at oriental hotel, merchant hotel in Georgetown before and the room is quite ccomfy and value for money. As for sea-side hotel, there are free shuttle buses to town. Must do on the lists are riding a trishaw, having Chendol ( a desert of green noodles served with kidney beans and coconut milk), satay (skewered meat), fried kuay tiao (flat rice noodles served with egg, prawns and clams) and going to the attractions like fort cornwallis, clock tower. I recommend you to bargain at the market and leave if the seller does not agree to your price but after walking a few steps, he/she will shout to you and say "ok, ok ,deal".
As for shopping, there are pranglin mall and 60 storey high Komtar, but the komtar has fallen to despair, and there are not many shops left as most of time relocated to the adjacent pranglin mall that are joined by a bridge. Expenses is quite low as food is cheap. Local food cost from 2-3 ringgit while the hotels I mentioned earlier are 69RM nett per nite. Of course, there is also the luxurious Eastern and Oriental Hotel that cost around 500USD per nite for a suite.

Must Know tips:
1) Do not relay on Public Transport (Bus) not very reliable, and on time, especially on Public Holiday. If you can afford it, Hire a Car, and Insists on getting a map. If not and you must get somewhere by a certain time, Take a Cab, But Check on Pricing First. Or sign up on a tour
2) Penang is a Street Food Haven, Have your meals at Coffee Shops or Hawker Stalls, Try avoiding the Restaurants if you can. Having said that however, you must have a strong stomach. Street food is around RM2.50 upwards. Becareful at Nasi Kandar Stalls/ Restaurants Charges can zoom up in this area.
Things to do
1) Only if you have time, try out Penang Hill or Bukit Bendera, This Hill Station will take up much of a day going up and down, and do not go during the weekend, public holiday or school holiday, it will take a whole day !!!!
2) Penang National Park, is the smallest national park in the world with special features. Well Worth a visit if you are a eco type of person.

What stuff do you need to know? Please be extra careful of the cabbies. They charge exorbitant prices. The bus service isn't that good. Well, its the case of choosing the lesser of two evils... That's why I chose to drive.
