Wikipedia suggests (in the middle of a load of blurb) that the shaking hands thing is literally nerves. I wouldn't know really, I have never watched the show as I'm out at work at the time its shown... I don't feel I've been missing much.. :)

I do not know the real reason for her shakes but here is a condition known as Parkinsons Disease. This causes the sufferer to have shakes or tremors as they are known. It can also cause slurred speech and an imbalance when walking. Medication can help but here is no cure. I have family members who have suffered this but one person you will know is the actor Michael J Fox. She may suffer from this but I really don't know. people often can be mistaken as being drunk sadly who suffer from this.

I work with someone who shakes like this and it is because he is old and decrepid, much like Judy.
