Referring to those who doubt his plans for Iraqi autonomy and self-governing democracy, President Bush said that "the debate really centers around the fact that people don't believe Iraq can be free; that if you're Muslim, brown-skinned, you can't be self-governing and free. I strongly disagree with that."
It is assumed that most critics of the the Bush Administration's Iraq policy would reject the assumptions that they are racist and that they doubt a democratic Iraq simply because of the color of the Iraqi people's skin.

Jimmy Carter, Ronald Reagan, George H.W. Bush, and Bill Clinton all worked to establish democracies in small countries since I've been alive. The problem is that democracy and freedom can't really be given, they have to be taken by the people.

2) I seem to recall from history that we set up a democracy in Liberia.
3) We created democracies in Japan & the Philipines.
