Well, you can do what's called a "Pick Slide" and that's what you do when you turn your guitar pick sideways and run it along the strings to get that sliding sound. You can also do a "Palm Mute" which is you rest part of your hand on the strings while you strum. There is another term called a "scatch" and that's where you kinda rest all of your fingers on the strings while strumming. The band "Bayside" does that a lot. You should check that band out. They're awesome!!!

Or maybe the sound is overdriven feedback

For this turn your distortion pedal on and get your pickup switch set for the rear pickup and stand as close as you can to the amp with the volume turned up. Slowly turn the amp up and hold the pickup directly in front of the amp speaker till it starts to squeal. Then you can use harmonic tones to drive the amp. You have harmonics at the 5th and 12th fret. Lightly lay your finger on the string right above the fret and pluck it with your pick, It takes some practice but you can get a tone sorta like a chime.

well i dont know if this is the sound your looking for , but crank up the volume and gain on the pedal and run your pick sideways up and down the strings. Very popular in punk rock.

It's kind of hard to explain. What you need to do is sort of palm the strings with your pick hand and bend the strings. It's sort of a quick motion. Again, it's really hard to explain. You kind of have to see it done.
