Can a phone company offer high speed internet to customer w/o customer having to hook up phone service ?

at&t charges like $50 a month if you don't have there phone service and like $17 if you do.

Probably. Only thing is phone companies charge less for net if you have phone with them. If not you will prolly pay more for it. Im guessing
