Art is more an expression of self. Culture is collective expression. Art could be a result of culture. Cannot be the other way around.

the difference between ART and CULTURE is the same that is between you and your family. Art is just a member of its family that is Culture, other family members are habbits, behaviour, utility and acceptibility.

art is action eg painting,sculpturing ,dance drama etc while culture is combination of various art tradition, value, faith, religion, work, knowledge.
