For carry on bags most airlines allow 1 carry-on which dimensions should not be more than 9" x 14" x 22" (length + width + height) or 45 linear inches (the length, height and width added together). A checked bag the maximum size of each checked bag is 62 inches/158cm (length + width + height)with the weight per checked bag is 50 pounds/23kg.
If you are talking about zip lock bags for liquids in your carry-on you may have 1 quart size bag with liquid items each item must be in a 3oz or less container.

I have never read anything or had anyone ask me how many ziploc bags I carry. I don't know that there is a limit on those. As far as luggage limitations, each airlines has their own specifications. You need to check the website for any airlines you will be using to make sure. We use pretty large, but standard luggage and have never had any issues in foreign or domestic travels. Weight is the primary concern for most, and we have had to move a few things around one time when we were overlimit, but they let us even it out between our two suitcases and we were fine.
