19 devided by 3= 6.3
So to get 2/3 you multiply 6.3 with 2 :

2/3 means multiply by 2 and divide by 3.
So multiply 19 by 2 = 38
then divide 38 by 3 = 12.6667 (which is just over 12 and a half months).
