I thought i could do this and attach a small camera to the cats collar and then I could film over next doors really high fence.

If you just want to film over the fence why not just attach the camera to the kite? what do you need the cat for? - or have you trained it to operate the camera? A camera attached to a long pole would probably work better.

Depends on the size, lift, and stability of your kite -- and you'd need a suitable steady wind.

Even so, people in the past have found that trains of kites have provided better stability and safety than a single kite.

The kite store Into The Wind sells a kit for this; it's a harness for your camera. Some assembly is required, which is why I don't buy one myself. And again, you'll need a large stable kite and steady wind to provide the lift needed even for a lightweight camera.

Assuming that that the string didn't break or the kite had a malfunction in flight, there would seem that there are so many more efficient and less morbid ways to kill a cat. Try this, get a much bigger kite ,say one that could lift you. teach your cat to fly it. put yourself in a box tied to the kite, camera in hand and have the cat fly the kite ,most cats can't work a camera anyway.

Man lifting kites have been used for many reasons through history.
Cody began experimenting with man-lifting kites and by 1901 he had offered his inventions to the British War Office. He knew that during the Boer War the British Army had used observation balloons, but that they took hours to inflate and were useless in winds.

Build a number of same size kites, knot them on every 20 feet, continue until you have lift off. People on Atlantic Seaboard use this method to power a floating platform which in turns holds the lift system in place; their idea is to hit an eastern land mass. I suggest you free the cat before somebody reports you to the Society for Prevention of Cruelty to Animals.

It depends on:
the weight of your cat
the weight of the box
the speed of the wind
the size and shape of your kite
how adept you are at flying a kite

you should just put the cat on a teeter totter and jump REAL hard on the other side so the little bastard flies over the fence . but make sure the camera doesnt fly off or break on impact- those things are expensive.
