Back in the B.C. periods, many cultures used weather lores to pridict weather. For example, it might be observed that if the sunset was particularly red, the following day often brought fair weather. Babylonians predicted the weather from cloud patterns... However, these methods weren't done by devices, and not all of these predictions prove reliable and many of them have since been found not to stand up to rigorous statistical testing.

After this, wind vanes or streamers aided farmers and others in predicting the weather. The weatherwise can often foretell weather changes by observing clouds and the way the wind blows. Nature likely gave humans the first clues for constructing weather gauges as farmers and shepherds watched trees sway in the wind. All other meteorological instruments are but infants when it comes to the first known meteorological instrument: the wind vane

Then after that, the barometer was the next thing to help people determine weather. Evangelista Torricelli that first detailed his experiments with what became known as the barometer. He is credited with the first publicized working barometer, dating back to 1643.

madw999 - very good question. The first instrument was indeed the eyes. First there were the eyes of Aristotle who wrote the first book on meteorology and even named the science - Meteorology being a derivative of a compound Greek word consisting of meteora, meaning "high things" and logia, meaning "discussion of". Hence a literal translation of this transliteration of the compound Greek word is "discussion of high things" or "discussion of things in the air". - Secondly, Jesus in the Gospel of Matthew 16.2-3 quoted an already apparent wisdom saying about the weather which we still use today. It wasn't until the Renaissance that instruments such as the thermometer and barometer were invented and used.
