The fuzz could actually be algae. I don't know how new you are to fish keeping but there are numerous types of algae and plants are the prime place for algae to grow. The link below has some good photos to help identify the types of algae common in tropical tanks.

They can if they came from water with infected fish. Not exactly host the parasite or fungus, but transfer it it from on tank to the other. Rinsing a new plant well before placing it in a tank will reduce this possibility significantly. The fuzz you see may be a little fungus or maybe fungus on a bit of uneaten food, something like that. Look closely and remove whatever it is growing on, detritus or the plant leaf.
