I'll try not to make this complicated. Jack the bike up so you can spin the front wheel. Hold a grease pencil steady against the fork and near the rim, give the rim a spin, as it wobbles the "high" spots will bump into the grease pencil and it will leave a line on the rim, tighten the spokes on the opposite side of where the line is to pull the rim back (you may have to loosen the line side spokes if they are tight) keep doing this until the rim spins reasonably true. Then check all the spokes to make sure they are all snug. Wipe off grease pencil marks.

Having done this many times it's best to get a wheel jig.Remove the wheel, loosen all the spokes, tighten each one by hand. Now the work starts, spin the wheel to see how much it is out,as already stated you need to find the high spots, tighten the spokes on the opposite side with a spoke wrench, keep doing this till it's true. Be patient.

So I don't have to re-type the answer I gave a while ago -
In the "Search for Questions:" box above - search for my answer to "Buckled Wobbly Wheel".
