First off, Congratulations! And, i believe that is your choice girl! Whenever you feel like sending them out! If you want to start addressing them, go ahead! It will probably take your mind off of alot of stress you must be having since you're so close to giving birth. But hey, i think it's your choice and whenever you want to do it, then that's when, i don't think there is a certain time. :) Also i believe you can get them anywhere cards are sold, maybe even get custom ones made from walgreens or walmart on those photo machines :)

Birth announcements range from virtually free to hundreds of dollars, so first you have to decide what is in your budget. A picture is a must, so if you are going to use a professional shot you'll have to work in the time to get them returned to you from the studio (though some print them right in the store the same day). If you're at all good with a digital camera (and you'll certainly get a lot of practice with a new baby around) you can snap your own picture, then crop and change color on your computer.
For our first child I got professional pics done, but bought some blue marbled card stock and printed and cut my own announcement. You can include a cute little saying at the beginning such as "We thank the Lord for the blessings he bestows, ten little fingers ten little toes" or "A baby is God's opinion that life should go on." Then the baby's name, birth stats, and parents names. Those announcements went out when he was about 6 weeks old.
Many people now use the photo cards (like you've probably received as Christmas cards) for their announcements. In that case you won't have the actual envelopes until your order comes in so you can't pre-address them.
For our second baby, I took a picture myself, cropped it and turned it into sepia tones. Then I used HP photo editor to print text directly onto the picture, had them printed at a photo processing place and sent them out. Those ended up going out when she was just 2 weeks old, and I was able to pre-address the envelopes since I was doing it all myself.
If you do an internet search for "birth announcement" you'll find tons of places to order custom announcements.

i had pics done the day after my son's birth and had them made into announcements. Have your envelopes ready now, then when you get the announcements back send them out. It usually takes a week or two.

You can buy them at any card/party store or baby store. You can also make your own online. They are not really as popular as they used to be. I don't have one friend that has sent them out in the last 5 years. Most of us have blogs or webpages for our kids and that is how everyone gets the first announcement and keeps up with the kids as they grow up. If you really want to mail them out, mail them anytime from as soon as baby is born until 3 months afterward. Good luck and congrats!

Once you feel well enough to do so. I didn't know there was a time limit. You may want to address the envelopes just because you won't have as much time or energy with a new baby.

If you don't mind paying for more than just regular cards and have enough people to send them to, I thought this was really cool for birth announcements:
