Check with local coupon distributors and/or chamber of commerce. Sometimes they sponsor a welcome wagon that sends a goodie bag to new residents.

friendly, i think. although this is purely a reminder they are there, like sending a calendar or a mug or something with their employer call emblazoned on it. this is nonetheless promoting for them below the guise of being festive and 'advantageous'.
