Muscles dictate how we move in our environment. They are set up in a special way called antagonistic pairs. One muscle contracts to move a limb while the other opposite one relaxes. In order to move the limb back to its original position the second muscle contracts while the first one relaxes. Biceps raise the forearm while the triceps lower it. most all vertebrates have this arrangement. (fish have a total different muscular set up).

Your question is extremely vague, hence no-one has attempted an answer. The only thing that springs to mind is that it is perhaps attempting to focus on the difference between the muscular arrangement of an arthropod and a human - as we have an internal skeleton, the way the muscles are attached and work by contraction (remember muscles cannot "push") is very different to an animal with an exoskeleton.
