i have an external DVD rewriter but when I insert a blank disk (brand spanking new, just out of its wrapping) and try to write to it I am told that the disk is not blank, or nothing at all happens. i have not been able to find how to format the disk (if that's the problem). Can anyone help me please? I am running XP home.

You should be able to format a disk with any DVD burning software. How about the software that came with your external rewriter?

You dont format disks, unless of course it is a rewrtiteable, and you are going to re-record over something. What kind of blanks are you using? Dvd+R, Dvd-R, or Dvd Rw? The plus or minus shouldnt make a difference, but I have known the Rws to not work sometimes in certain players. Have you tried to use another blank? There is a remote chance that disk is just defective.

You should not need to format a new blank DVD separately at all. Once you format it you will not be able to write to it, unless it is a R/W and not closed. The DVD burning software should take care of the formatting and writing.
Try a different brand and see if it works. Check the speed of your writer and match your DVD to it, ie. if your burner will only burn at 4x, use 4x DVDs. Don't use 8x and think it will boost the speed.

You need to be sure that your DVD writer accepts the type of DVD you'r using (there are DVD-R, DVD+R, DVD DL)

To format the DVD you need to have an application for it. Nero, Roxio, etc... all of them have an option to format a new blank DVD .

Is the disc a "-" or a "+"?

Check your DVD manuel and see which types of discs it accepts.

Some will NOT read or burn "DVD-R" or "DVD+R" discs.
