Applying eyeliner well takes concentration and a relaxed hand. For a traditional cat-eye look, use a sharp eyeliner pencil and dot along the root of the lashes, from inner to outer eye, following the natural curve precisely. Stop at the point where your pupil ends and begin to subtly slant upward, carrying out the line as far as you like. In most cases, about a quarter of an inch looks good. Try slightly more if you're going for more drama.
If you desire a fatter line, retrace your steps, only filling in a bit wider as you go.

If you are using liquid (which for long lasting I recommend)
-It might be best to apply some base to ur eye before the liner as this will help with any mistakes-easier to erase with that under the liner-
Start by- using one hand to stretch ur eyelid towards ur hair line (like ur making chinese eyes)
Use ur writing hand to guide the liner- Start at the inside of ur eye and go out SLOW!!!!!!
Guide the brush in a steady path lightly, when u get halfway there you can start pressing a little darker- this usually will help you get a larger line thus creating a cat eye effect. By actually keeping the line straight on ur pulled eye you will get a larger end since ur eye natrually curves down at the outer end. when u release ur eye from the chinese position it will be a slight cat eye but noticable!
If you want a high cat eye point then you wil have to come away from the lash line slowly when you get to the middle of ur eyelid... Takes a little practice
Once you have the look u want .. do it to the other eye.. then make sure they are even and if they are not take a damp qtip (w astringent I like best) and gently wipe where it doesnt match....
If you are using a pencil... it is a little easier..
-Start by same thing- pull eye like chinese..
diference is you may have to go in both directions but please always start nearest the nose at the inner eye-
Remember it is not necessary to take eyeliner all the way to the corner of ur eye near ur nose- taking it there usually makes ur eye look smaller.
with a pencil you can go light at first and then go back over darker.... and make sure its really sharp... You can run it past a lighter to soften the pencil a tad if u find the pencil is not getting dark enough...
I hope this helps I have been experimenting with eyeliner for many years- I have now sticken with the cheap $1 black eyeliner that is soft enough and dark enough to leave a bold impression but not a pain to take off and doesnt smear if I rub my eye.

What I do to make cat eyes. I start with eyelining my eye top and bottom. I wait a sec to let it dry then i start from the middle of my eye and i make a line from there to the end of my eye there will be roughly 1/4 of an inch gap i fill it it in. I use a liquid liner for that and then i put a pencil on the bottom above the lashes.
I must say practice makes perfect it took me awhile to get down pat myself. Also make sure you have some damp q-tips around so if does smudge a bit you can fix it real quick.

What kind of liner are you using?
Pencils do not work for everyone and sometimes they will smudge a lot depending if your skin is oily and also the product itself.
I personally love liquid liners because I can get a super clean line.
My trick is I apply powder to my lids or a eyeshadow primer first this removes all oils.
Then I apply the liquid liner. I touch up any "oops" with a q-tip
I wont lie to you and tell you is was easy the first few times I tried to do it. It is true that practice makes perfect.
If you want one that is not super expensive the "Almay" brand is great it comes in a few different colors and it is in a ink well looking bottle. It has a felt like applicator. Good luck!

It sounds like your using liquid liner. Try a pencil if not do NOTTTT touch it until your sure it is mostly dried
Eyeliner Choose a black wet powder or liquid liner. Using wet liner takes practice! So don't wait until the big event to master the technique.
Start with the upper lashline. Aim the tip of your brush at the lashline from the underside of the lashes (as opposed to aiming from the topside of your lashes, which is probably your normal approach). Try using a dotting motion with a very light touch, to line just in between the lashes across the entire lashline.
Now come back and line the lashes aiming from the topside of the lashline. Use a very delicate touch and make a thin line all the way across the lashline. It's usually easier to move from the inner corner towards the outer corner.
Then, take another pass at lining. This time, gradually widen the line as you progress from the inner corner towards the outer corner. This is what creates the cat-eye effect. How dramatic the difference in the line thickness from the inner corner to the outer corner is up to you.
Next, very lightly dot in between the lashes of your lower lashline. Start from the outer corner, working your way towards the inner corner. You can stop 1/3, 1/2 or all the way across, depending up what you prefer.
Finally, trace the inner corners of your eyes very lightly, for a professional finish.

After some practice, liquid eyeliner works best. Holding the eye taught and getting as close to the lid as possible and extend slightly past outer corner. The pointy bristles make the corner point and the outer line perfect. After it dries, use a thin eyeshadow brush and apply black eyeshadow over the line(top and bottom). Then use a smudger (CVS has them) to smudge the line a little and blend together. Leave the inside point and the outside extended line alone, concentrate on the lower lashes and the upper lid. I've always found that if you put a loose powder beneath your eye, and lightly over the eyeliner on the outside, the eyeliner will stay in place a lot longer. The reason it smudges is because the eye is constantly watering. The podwer keeps it in place.

Right now Covergirl has a liquid liner that is like a pen. I know I prefer a pen like liquid eyeliner so I can steady my hand better. If you are more of pro with the liquid liner then you can get the liner with the wand but I find this to be really hard to steady and control....but practice makes perfect so have fun experimenting.

Try that stuff from wet and wild in all the different colors(iam assuming you are using black for some reason) I believe you can get the same effect by being conservative,use it sparingly to achieve the same look you are after blend it with the side of your finger and let it dry,it should be smudge proof at that time.Eye liner is pretty tricky and as you know if people have too much of it on they look hideous.

Ingredients for powerfully sexy eye makeup:
* Black eyeliner - pencil. Ensure that it is sharp.
* Black eyeliner - brush. The thinner the liquid eyeliner is the better.
* Eye shadow brush. Thin stumpy bristles are best to maintain control.
* Dark eye shadow. Irridescent rather than flat matt (too hard), or shiny (too messy).

Step-by-step instructions for smoky cat eyes:
Apply your foundation, under eye concealer and powder.

Ensure that the edges are neatly blended.
