I have to go with the Boston Red Sox. Schilling, Matsuzaka, Papelbon, Beckett.
I know its a lot of question marks. If Matsuzaka is good, if Schilling doesnt show his age, if Papelbon can make the move to starter, if Beckett stops throwing batting practice and actually starts pitching.
As for what staff is the best upon players who've already proved themselves, you gotta look at:
1 - Tigers with Rogers, Verlander, Robertson, Bonderman, etc..
2 - Dodgers with Schmidt, Lowe, Penny

Its between the Red Sox and the Tigers. They both have great pitchers. When you are able to put a 15+ win pitcher in the No. 3 spot you know you are good. And I'm talking about the Sox They have Schilling, Dice-K, Beckett, Papelbon, and then Wakefield. They are going to be killer in series sweeps.

The Phillies have probably the best starting pitching rotation in the game today. Brett Myers, Jamie Moyer, Freddy Garcia, Cole Hamels, Adam Eaton as your starters then throw in Jon Lieber and Ryan Madison that is the best 7 starting pitchers in the game. with Reliever Tom Gordon I think the Phillies only weak link in the pitching staff could be the middle relief but it the starters can go 7 or 8 inning then they are gold.

Dodgers. they have Schmit, Lowe, Penny, Wolf, and two great probable fith starter in Kuo or Tomko. they also have a good bullpen with Saito, Broxton and Billingsly.

I think the Pirates have a very strong staff. Duke, Armas, Burnett, and Torres. I like the Pirates though so this is a biased opinion.
