Yes i would say that it is due to concentration levels. The reason we listen to the radio is to distract from the boredom of driving in the first place. When our minds need to focus on a certain task like resolving a lost situation or driving in a rain or snow storm music acts as a distraction not a mental stimulant.

I think it has something to do with being about to write a grammatically logical and understandable sentence.

I do it cause i want to be able to think and i can't consentrate when i have the radio going

I don't. Everyone I know does, though. Supposedly, it's due to "concentration".
