As long as the politicians have so much to gain with such a career and all the advantages, money and power so it is really a toss up. Most of them put their own careers first and will do, say, vote for anything that the multimillioners and lobbyies that contribute to them for favors nothing will change.

depends on a lot of things, first of all. what democracy can say that they have a good health system legal system are financial system. not one if you tick those boxes. so the answer is that there is not magic bullet. After all Rome built the greatest road systems in the world for centuries. didn't have the greatest human rights record. Athens like all Greek states of the time had a policy of if you lose in war then your women become slaves and your male children get thrown from the walls. So you see the state everyone thinks as a democracy was not a shining angel.

A true Democracy, "by the people, for the people".
Be advised, what have now in the US is a far cry from what our founding fathers had in mind.
In a true Democracy elected officials by due process represent their constituents, not special interest groups.
