No, we just need to re-define what powers the executive branch has. The patriot act gave it to much power.

We should hook it up like the Spartans and their Two Kings. Only King for one year and they automatically went on trial after their term. We should do that with American presidents. If Presidents were truly held accountable for their actions, then they might think more heavily.
