Every candidate has to pay for his votes in terms of campaign expenses that amount to millions. "Electable" only means "can be elected" or "having a chance of getting elected". It says nothing about whether or how much you have to spend money to get votes.
If do not spend enough, you won't be electable, that's for sure!
