The speakers on my desktop always are making a slight static/rumbling noise when on even if they are turned all the way down.
They sound ok when playing sound thru them but when there is no sound playing they still have that background noise. if I have them on but I am not playing anything thru them the background noise is the same no matter how loud I turn up the volume.
It seems to do it with all speakrs I hook up to the pc.

Maybe the bass is to high try turning it down or change how the equalizer is set in the program your using.

There are two places you can adjust the volume - on the PC and on the speakers.

If you have your volume turned down on the computer, but the volume on the speakers is turned up, the speakers are amplifying noise on the line.

Try turning the volume up on the computer and down on the speakers themselves. That should help.

Also, update your speaker drivers in your operating system (for example, Windows XP or Mac OS X). I had a bug in my laptop speaker driver that would cause noise. When I hupdated the speaker driver, the noise went away.

It could be a short in the speaker cable or the speaker port itself could be getting interference from some other source.
