this old man said that my handicapped friend shouldn't be outside without supervision cause she can walk into the street and get hit but I said that she isn't that dumb and his reply was oh yes she is which made me so mad because he doesn't even know her capabilities and what she can and can't do.

I think that man has no idea what he is saying and is being discriminating. And hes just being dumb by assuming shes dumb. Tell your friend to ignore comments like that. there are lots of people like that and your friend is probably used to it.

Sounds to me like the man is socially AND mentally handicapped. Perhaps he's the one who should stay inside like a prisoner.
