Buying a cell phone with a plan and then unlocking it, and use it with a Sim, is that possible?

Would it be possible to bring the cell phone with me to Belize, unlock it, and put a SIM in it so it can work in Belize with my service provider?

T-mobile unlocked my phone for me, but I had already fulfilled my contract. They might not do it if you are still under contract, but you can explain to them that you're not switching carriers, just going on vacation.

if that fails, you can buy the unlocking codes on the internet for five bucks or so.

If you purchase a phone with a plan you will have a contract with it. You would have to continue paying for the plan even if you are in Belize. I'm not sure about T-mobile, but with Cingular they will not waive the early termination fee if you are moving out of the country. You can purchase a phone from Cingular/T-mobile (they are GSM technology carriers) at full retail price so you don't have a plan/contract and get the unlocking instructions online. Another method would be to go with Cingular prepaid service. The phones are not expensive (motorola C-139 is only $20.00) and keep the service for atleast 90 days and then they will give you the unlock code for international travel. You would just have to get the sim card from the carrier in Belize and it will work.
What I suggest doing is purchasing an unlocked phone from ebay etc. This way, it is already unlocked, and you won't have a plan/contract associated with it.

purchase a cingular /attmobility telephone on ebay or purchase a unlocked telephone that help 850 gsm (you could could software it for features like textual content fabric messeging and information superhighway to artwork with simcard/cingular settings) thats the down section and in case you prefer help call producer DONT call cingular for help with it they wont assist you by way of fact its no longer there product or purely purchase a telephone from cingular and pay complete cost and your settlement wont be prolonged
