Good question
I don't know but I've heard such excuses for this kind of thing before.
number 1 -that to not buy something internationally is to punish the PEOPLE more so than the dictator.
Number 2- that the dictator would turn our rejection into even more fuel to the fire of anti-US hatred.
3- this business transaction is easier to keep going then it might be to start up again in the future.
4- dictator's have short lives and usually don't pass on their rule to a successor there have been exceptions i.e. Rome and USSR maybe China but many others Hitler, Napoleon
etc just go away.

He hasn´t been declared an enemy (officially). In Fact, Bush DOES have been declared an enemy of Venezuela, Officially! In the Congress of Venezuela!!. The US has a policy of ignoring Chavez and at the same time, disagreeing with him, and the only purpose of Chavez´ anti-Americanism is the search for attention internationally (why? that´s not part of this question), so they still shake hands under the table when it comes to money. The US government WILL stop buying oil from Chavez eventually, they just need to do it in a way it doesn´t affect their economy as much.

Remember that when it comes to governments, they have interests, not principles.

We the US use more oil than everyone else, why? because we drive the biggest gas guzzling vehicles on the planet, and we will buy from anyone, greed is at question here also $$$$$$$$$$$$ to be made by the oil companies, which our leader is a member. We probably sell them arms also.
