I have a tax refund check from the government of Taiwan for 63,000 NT (about $2,000) that is written completly in Chinese with the exception of my name. Will I be able to cash it at a regular bank back home?

Bank of America will. I think Chase will But Chase will charge extra. I hate Chase Bank

Yes, all banks do but some come with costs. Because its a foreign check they have to send it and observe it to make sure it is a real check. Which means that convert it, translate it and than cash it. The holding fee is no more than $150 US dollars and could take 2-6 weeks. But no matter what the bank, because it is money, they will take the check.
