It is always better to be overdressed than underdressed. I would suggest a pair of slacks and a nice dress shirt with a tie.
I am not sure where the Job Fair is but if it is anything like the ones I go to for recruiting--most people will show up in jeans and T-shirts. That is not a very good look for finding a job.
This will be the first impression a potential employer will have of you--make it a lasting one.

Dress professionally...that will always make you look like a serious candidate. A suit always works. I got my job through a job-fair. Make sure to get a good folder where you can keep all their brochures in. Big sticky notes (as opposed to a notebook, or loose sheets where info might get mixed up) where you can jot down extra information.....or whatever works best for you. A pen/pencil. And always ask for their business card! Take a moment during the job fair to sit down somewhere and organize your folder & contacts, so when you get home, you dont have to try to remember stuff from memory. And then write thank you notes to people who spoke to you, whose companies you are interested in. All the best!

Conservatively. The employer will always remember how you looked when he first saw you. A button-down white shirt, tie, jacket, dress pants and dark socks and shoes can give him a favorable image of you. You won't look as though you are trying too hard.

is this for Starbucks company or their shops? the two way, I woud advise dressing in a wholesome - the two pants or a skirt(previous the knee), profession style shirt with a blazer. Starbucks is a huge business enterprise to artwork for. stable success!
