I would always dress for any job as if I were applying for an accounting job or in the business field. No strong perfumes, if you can put your hair back, look very professional, shoes should be medium height pumps no high heels, flats are ok as long as they have a professional feel to them - maybe a pant suit in a sedate color or for a cafe maybe a crisp white nice blouse (not low cut) and a business fit skirt at the knee is good. Professional makeup not evening glamour.

For a guy a crisp long sleeved button down shirt and a nice pair of slacks in a professional cut with nice shoes that are not scratched or dirty. Shave your face and not to much after shave - clean cut hair if possible. But for a cafe I think you could get by with a little less of a business look...

The employer will explain the dress code if you are hired.

Depends on what kind of job it is, but I would definitely dress formally in a suit to be on the safe side. Perhaps if the job's more casual, you can select a more casual jacket (perhaps a different color from the trousers even), or you don't have to button up your suit or you could even remove the jacket. Just play it by ear (and eyes)! But to be on the safe safe side, I would go in a monochromatic buttoned-up suit as if you are going to the office. Goodluck!

edit: A skirt-suit is an option ofcourse. And I remember reading a skirt-suit is more formal than a pant-suit.

You should always make an effort when going for a job interview, it does not matter where it is or what you will end up doing. A shirt and tie, a suit, some nice polished shoes. Smart clothing is a must for ANY job interview regardless where it is.

The interviewers are ALWAYS looking for smartly turned out people it shows you are making an effort for them.

Nice clothes, but not stuffy. For women, a skirt or pants. For men, khakis and a button down.

Match it to the type of cafe.

Business casual - nice slacks and a decent shirt or blouse. Nothing too trendy, nothing too bright - well groomed, minimal jewelry so that the focus is on you and your personality.
