Hilary Clinton. That is from Jeff Foxworthy on his Blue Collar Comedy Tour, the 2nd one I think doing the track or skit called, "I Believe" with all the guys on stage and Larry the Cable Guy playing the guitar. Jeff Foxworthy says that exact line, "I believe, if you can't say anything nice, you must be talking about Hilary Clinton." And the crowd cheers.
