No. That's just stupid.

Should having a bowel movement be restricted til age 13?
Should shaving your beard be restricted til age 25?
Should loving chicken be restricted until age 32?

Sex is just a normal natural part of life.
It shouldn't be restricted, but kids should be educated on it. How it's done, how to do it safely, the risks, the benefits, how it should be done with someone special and who you love. But there shouldn't be an age.
We all hope our kids will wait til age 21, but think about it..how old were you when you first had sex? Were you ready or not? I was 10000% ready for sex when I had it. And I wasn't 21 yet.
Sex is a natural part of life, like blinking and peeing.

Thats stupid and theres no way that anyone can enforce that... I mean teens can have sex at their homes and no one will know about it so how can you arrest them?? And another thing, boys and girls reach puberty in their early teens and are capable of reproducing, so if this is nature's will why go against it?? why bring the restriction up to 21??
