You're distracted. The human brain can focus on only one thing at a time, and probably right now you feel overwhelmed with things, maybe some intense emotional issues. When your mind is on these things, you can't focus on mundane things well. And if you don't pay attention, you'll forget where you put something. Or you'll forget to take it with you. Everyone is affected this way.

This doesn't have anything to do with mental disorders... :). It's just that maybe you have other things on your mind, and get distracted easily, so you lose stuff you're not paying attention to. It's very difficult to focus on everything at the same time, and also prevent yourself from being distracted. So I think you should take steps to hold on to your things more carefully.
For example, for your new cell phone, get the strap that comes along with it, or buy one and always keep it around your neck with the cell attached to it. You'll soon get used to having it around your neck. If that isn't comfortable, make it a habit of keeping it in your pocket and checking regularly.
Keep your university card, credit cards, license and other legal stuff in your purse. It will help if you get one of those handy multi-compartment purse. Never move them from their places; you're mind will soon fix the places into your memory.
Always make sure that whenever you take out something, you always put it back. Always carry the same purse/bag with you to class and whenever you take out something or lend something, just check before leaving that you've collected it and put it right back. It'll help you to keep track of your things

No it isn't a mental disorder, when people have their minds on many things like college they may ignore the small things; like a cell.

You are probably rushing and have a lot on your mind. It could be some type of mental disorder it kinda falls in that catagory.

to get information stored in ur brain, u have to put attention to it first. Maybe by labeling things that u own as important.. I mean, u wouldnt lose ur young brother or sister in a mall right? coz u put ur brother or sister as important parts in ur memory... So the brain (automatically - without u even realize) will remind u that u should watch over ur younger brother or sister..

i think its normal... It happens to me all the time. We're just forgetful. I once looked for something for like an hour before I realized that I was never even sure I owned it.... now THATS scary.

i think u just need to organize better and know where things are. try keeping track of where u put things. im constantly misplacing things too so i know what its like it sucks especially if its real important.
