Yes, it is.

It's technical name is an emoticon (made up word abbreviating emotion-icon), but often called a 'smiley' for short.

There are lots of them around - the website below, along with others, lists some of the more common ones and their general meanings.

i never would put that but it's because they don't know how to do an upright one. again, i wouldn't put that. kind of gay.
