A brief touch on the upper arm is generally ok. That is different than grabbing, stroking, and the like. What your relationship is like with the person being touched also has some bearing...if they've told you not to hit on them and you touch them, it may get you into trouble.
Check your company's sexual harassment policies, or ask someone in your HR department, to make sure.

I don't mind it even though I'm not a big touching person (as long as you're not being intentionally weird about it). However, I don't think you should touch anyone because people nowdays are lawsuit happy. You never know when you'll get hit with a lawsuit by a over-sensitive humorless person.

No. That kind of action can make your co-workers feel like you are insincere and some people just don't like to be touched.
If you are someone's boss don't even consider it.
